It was strange to me that in Josh 18:1-7 Joshua had the remaining tribes survey the land and divide it by lot when he had divided up the first portion of it to the other tribes very specifically. I think the answer to this might be in his statement, "How long will you wait until you begin to take possession of the land?" If the tribes knew which land was going to be theirs then they had motivation to go clear it off. It simplified the rest of the conquest.
